The reason why he sped so much is because of the 100 won balloons. Few thousand balloons can be transacted every day and is a way to be more interactive with the audience. There was also other issues like discrimination and since there are hundreds of thousands of broadcasts going on at once, it is difficult to monitor every single one of them. This is an ongoing problem that needs to be addressed.
